US and Germany simplify arguments but fail to agree

Despite a much needed simplification of the complex arguments surrounding Iraq, Donald Rumsfeld failed yesterday to heal the rift with Germany and France when Nato refused to take on a larger role in the country.
Despite many hours of discussions and linguistic gymnastics all parties left the Munich security conference in a pessimistic mood.
Donald Rumsfeld put the US case succinctly as follows:
“If somebody throws a snowball at me or threatens to do so I can choose not to respond. If somebody threatens to throw biological weapons at me that could kill thousands I have a duty to stop him.”
To which Josef Joffe, editor of Die Zeit replied:
“But what if somebody seems to be fondling a gun in his pocket, and the gun turns out to be a pipe ? Would we have the right to shoot him?”
(The quotes are true by the way. Wonderful isn’t it? – Ed).
